The Citizens Network for Peace and Development in Nigeria has praised the Senate for revising its Standing Rules to limit eligibility for principal and presiding positions in the 11th National Assembly to ranking lawmakers who have completed at least two consecutive terms.

With the new provisions, only senators who have served a minimum of two uninterrupted terms immediately before nomination can vie for presiding offices.
In a statement released on Wednesday by its National Coordinator, Rapheal Okorie, the group described the amendment as a forward-looking move consistent with global parliamentary best practices.
The group added that the decision underscores a resolve to strengthen legislative institutions by emphasising experience and continuity in leadership.
“This bold and forward-looking decision demonstrates that the Nigerian Senate is firmly attuned to global parliamentary best practices,” the statement read.
The group referenced practices in established democracies, such as the United States Congress, where leadership roles are generally held by seasoned lawmakers.
“Across the world’s most mature democracies, leadership of legislative institutions is entrusted to experienced hands,” it stated, referencing figures such as former Speaker Nancy Pelosi and Senate Republican Leader Mitch McConnell,” it added.
The organisation stated that the amendment would strengthen Nigeria’s democracy and further solidify the institutional framework of the National Assembly.
“This development is widely accepted by Nigerian citizens. It is a popular course of action that will strengthen the foundations of our democracy,” the group said.
It further noted that the new rules extend beyond personal ambitions and are intended to foster long-term stability within the legislature.
“This amendment is not about closing doors on any one person. It is about sending a clear message that the Senate is focused on long-term integrity and effectiveness,” the statement noted.
The group called on Nigerians, civil society organisations, and political stakeholders to back the amendment and ensure its effective implementation.
“Rules that reward experience and discourage impunity must be celebrated by every Nigerian who believes in the rule of law and democratic growth,” it added.
