Prime Minister Keir Starmer’s warning allowing British forces to board Russia’s “shadow fleet” vessels has had no clear impact, according to analysis.
In the month following Starmer’s March 25 announcement, at least 98 Russian-linked vessels under UK sanctions still passed through British waters, a figure broadly consistent with previous months.
The ships, often operating with opaque ownership structures, are believed to transport oil, grain and military supplies linked to Russia’s war in Ukraine. No confirmed boardings or detentions have been reported since the policy was introduced.
Data from maritime tracking services shows 63 of the vessels sailed through the English Channel within 12 nautical miles of the UK coastline, while 35 passed through Britain’s Exclusive Economic Zone, particularly around northern Scotland.
Maritime security experts warn that the lack of enforcement risks weakening deterrence. Elisabeth Braw of the Atlantic Council said failure to act could encourage continued violations of sanctions policy.
Several European countries, including France, Belgium and Sweden, have recently intercepted or detained similar vessels, highlighting a contrast in enforcement approaches across Europe.
The UK Ministry of Defence has not commented on the apparent absence of boardings, while analysts point to limited maritime enforcement capacity and legal complexities as key constraints.
Russia has dismissed Western sanctions on its shipping network as illegal, with the Kremlin describing Britain’s stance as a “deeply hostile move” that could prompt retaliation.
Despite sanctions targeting 544 vessels linked to the “shadow fleet,” data suggests continued high levels of activity through UK waters, including incidents of suspected “spoofing” of tracking systems by at least 10 ships.
