The Nigeria Revenue Service, the National Agency for Food and Drug Administration and Control and the Nigerian Communications Commission have been ranked among Nigeria’s top-performing public institutions.

According to a statement issued on Friday by its Executive Director, Ifure Ataifure, the organisation said the federal agencies were assessed on transparency practices, fiscal discipline, project implementation, regulatory efficiency, public responsiveness, and measurable contributions to national development goals.
The organisation stated that other agencies recognised in the report include the North East Development Commission, Nigeria Sovereign Investment Authority, Nigerian Ports Authority, Debt Management Office, Nigeria Customs Service, Rural Electrification Agency and the National Identity Management Commission.
The statement added, “The ranking followed months of independent institutional monitoring, field assessments, stakeholder engagement, and analysis of public sector performance indicators across key sectors of the economy.”
Highlighting the performance of the FIRS, the report commended the agency’s revenue generation drive, improved tax administration framework, and digital reforms aimed at boosting compliance and efficiency. According to Ataifure, the agency has continued to strengthen fiscal accountability and revenue mobilisation critical to Nigeria’s economic sustainability.
“The FIRS has demonstrated stronger operational efficiency and institutional discipline in recent years.
“Its commitment to expanding the tax net, improving compliance systems, and enhancing revenue generation continues to position the agency as a major pillar of national economic stability,” the statement read.
On NAFDAC, the report praised the agency’s regulatory enforcement, public health protection efforts, and intensified campaign against counterfeit and substandard products.
Ataifure said the agency had shown resilience in safeguarding public health despite growing challenges within the pharmaceutical and food sectors.
“NAFDAC continues to play a critical role in protecting Nigerians through effective regulation, product monitoring, and enforcement activities.
“The agency’s interventions against fake drugs and unsafe products have strengthened public confidence and reinforced consumer safety across the country,” the statement stated.
The report described both institutions as examples of how effective leadership, transparency, and operational discipline can improve public sector performance.
Transparency Watch Initiative added that the agencies demonstrated stronger institutional coherence than many public institutions often weakened by bureaucratic inefficiency and poor accountability structures.
The organisation stressed that while no public institution should be beyond scrutiny, agencies delivering measurable public value deserved recognition to encourage a culture of excellence within government institutions.
“Nigeria’s broader development aspirations will remain difficult to achieve unless public institutions embrace transparency, accountability, and result-oriented governance,” it said.
The statement concluded that the performances recorded by FIRS and NAFDAC showed that effective governance remained achievable when institutions were guided by competence, strategic leadership, and commitment to public service.
