The FA said it was “completely unaware” of the proposal before it emerged in media reports and questioned both the governance process and the principles behind the plan.
In a statement, the English governing body said it had received no substantive details about the proposal or the conditions attached to it, adding that it would comment further once FIFA provided full and transparent information.
Concacaf also revealed it first learned of the proposal through media reports before FIFA’s official announcement and criticised the governing body for failing to consult key stakeholders.
The confederation said it was “deeply concerned” by the lack of due process, arguing that such a significant proposal should have been discussed with football’s governance bodies before being made public.
Concacaf added that football’s governing organisations have a collective responsibility to act in the sport’s best interests, insisting that major decisions must be guided by good governance, robust processes and long-term stewardship.
The criticism follows UEFA’s decision to accelerate plans for an emergency meeting of its 55 member associations to discuss FIFA’s proposal, with sources indicating the possibility of a World Cup boycott remains under consideration.
UEFA has already described the proposal as a move that “crosses a line that football’s governing institutions should never cross,” reflecting mounting resistance to FIFA’s investment plans.
