John Sandweg, former acting director of the United States Immigration and Customs Enforcement (ICE), has shed light on why federal agents are increasingly turning domestic airports into operational zones for arrests of undocumented immigrants and those with expired visas.

According to Sandweg, airport terminals offer a controlled, low-risk environment where agents know no one is armed, allowing for swift apprehensions with minimal tactical friction.

According to Sandweg, airport terminals offer a controlled, low-risk environment where agents know no one is armed, allowing for swift apprehensions with minimal tactical friction. Combined with advance passenger manifests shared by the Transportation Security Administration (TSA), ICE agents can pinpoint targets, particularly individuals traveling domestically on expired visas before they even board an aircraft.
“It makes for an easy immigration arrest for ICE,” Sandweg explained. “You can now take custody of that person in a secure environment. They come to you. You know exactly when and where they’re going to be. And because you’re getting them in a secure environment, you need fewer agents.”
In addition, the federal agency, which is charged with the arrest and deportation of undocumented immigrants, remains under pressure to deliver on President Donald Trump’s deportation agenda, which includes meeting the administration’s goal of around 2,000 arrests a day.
The strategy forms part of a broader push by the Department of Homeland Security (DHS) to maximize arrest volumes in alignment with President Donald Trump’s aggressive deportation agenda.
However, the rising frequency of these terminal interceptions has drawn strong criticism from legal experts and advocacy groups, who warn that routine domestic travel is being systematically converted into an enforcement trap.
“Not that an airport is a sacred place, but for sure, enforcement at airports is nothing we’ve ever seen, neither is cooperation between TSA and ICE,” said Jeff Joseph, president of the American Immigration Lawyers Association.
While DHS officials declined to confirm officer locations or specific airport deployments due to operational security protocols, a spokesperson confirmed that total deportations had reached nearly 1 million as of July 12.
As pressure persists on federal agencies to deliver high removal metrics, airport-based apprehensions are expected to remain a cornerstone of ICE’s high-efficiency enforcement model.
